The Ministry of Housing is inviting expressions of interest for 15 lots of infrastructure works at Wales, West Bank Demerara, and Overwinning, East Bank Berbice, under a Saudi Fund for Development (SFD)-financed housing project.

The two notices, published on the Central Housing and Planning Authority’s (CHPA) website on October 21, cover seven lots at Wales in Region Three and eight at Overwinning in Region Six. Both calls are open to Saudi Arabian companies and Saudi Arabian/local joint ventures.

Submissions for Overwinning close on January 6, 2027, while the deadline for Wales is January 7, 2027. Both notices provide for an eight-month execution period from the commencement date.

The works fall under the Infrastructure Development Works for the Housing Sector Project, for which government has received SFD financing. The notices describe the project as supporting poverty alleviation, sustainable development and economic growth through civil infrastructure development.

Neither notice states the estimated contract values or provides a detailed breakdown of the works within the respective lots.

Interested contractors must demonstrate relevant experience, including having undertaken at least two similar civil infrastructure projects valued at no less than G$400 million within the past four years, subject to the detailed evaluation criteria.

They must also have an average annual turnover of at least G$600 million over the last three years and provide an organisational structure showing the key departments responsible for executing the works.

The notices permit contractors to associate with other firms to strengthen their qualifications. Applicants must identify the intended form of association, whether a joint venture or subcontracting arrangement, and name the lead firm. The association must be supported by an agreement specifying its nature.

Both notices expressly state that participation is open to Saudi Arabian companies and Saudi Arabian/local joint ventures. Selection will follow the Saudi Fund’s competitive bidding guidelines.

The wider housing infrastructure programme is financed through a US$100 million loan signed in June 2023. Stabroek News reported at the time that the financing was intended to support infrastructure for approximately 2,500 housing units across three regions, including roads, water, sewerage and electricity networks, wells and social facilities. A separate US$50 million loan signed alongside it was for the Wismar bridge project.

In December 2025, Stabroek News reported that Leonora East, West Coast Demerara, had been selected for the first phase of infrastructure works under the Saudi-funded housing programme. Housing Minister Collin Croal told the newspaper then that additional locations would be advertised in the ensuing months.

Wales has meanwhile been the site of a substantial housing development. Stabroek News reported in April 2024 that more than 1,000 Region Three families had been allocated lots in the new scheme, drawn from applicants in the low, moderate and middle-income categories.

At that time, the development was projected to yield approximately 4,700 lots, with infrastructure works underway in its first two phases. An estimated G$11.2 billion in infrastructure works was planned for Phase Two, covering roads, drainage, culverts and bridges.

Planned facilities included schools, a health centre, police and fire stations, recreational spaces, a post office and a Magistrate’s Court. The current Wales notice does not specify how its seven lots correspond with the previously announced phases.

For both procurement exercises, submissions must be in English and comprise one original and three copies in a sealed envelope clearly identifying the relevant project and location.

They must be hand-delivered to the Chairman of the National Procurement and Tender Administration Board at the Ministry of Finance, Main and Urquhart Streets, Georgetown, by the respective deadlines.

Further information is available from the CHPA’s Director of Projects at 41 Brickdam and United Nations Place, Georgetown, by telephone on 227-8886 or 226-1809, or by email at [email protected] and [email protected].
