The Guyana Power & Light Inc (GPL) has signed a memorandum of understanding (MoU) with a United Arab Emirates-based energy company which it says is aimed at exploring cooperation in power generation, renewable energy and smart electricity infrastructure.

The agreement was signed yesterday between GPL and Global South Utilities Power Enterprises Investment LLC (GSU) of the United Arab Emirates (UAE) following meetings between a GSU delegation, President Irfaan Ali and public and private sector stakeholders, according to a GPL release.

The MoU was signed by GPL’s Head of the Executive Management Committee, Kesh Nandlall, and GSU Chief Executive Officer Ali Abdulla Ali Mohammed Alshimmari.

According to the release, the agreement establishes a framework for cooperation in three priority areas: power generation, renewable energy and smart electricity infrastructure.

GPL said the partnership is intended to support its Development Plan, which focuses on modernising the country’s electricity network, improving service reliability and resilience, expanding generation capacity and integrating new technologies to meet growing electricity demand.

Speaking after the signing, Nandlall described the agreement as an important step in the utility’s transformation.

“This Memorandum of Understanding represents another significant step in GPL’s journey to build a modern, resilient and sustainable electricity sector for Guyana,” he said.

He added that the partnership would provide opportunities to access international expertise, new technologies and strategic investments to help implement GPL’s development plans and improve electricity service.

Alshimmari, according to the release, welcomed the agreement and said GSU is looking forward to contributing its international experience to Guyana’s energy sector.

Under the memorandum, the two entities will collaborate on identifying, evaluating and developing projects in the power sector, including undertaking joint feasibility studies and exploring financing options, technical cooperation and implementation strategies. GPL said individual projects arising from the agreement will be governed by separate agreements.

The utility noted that GSU has experience in the development, financing and operation of power and energy infrastructure projects, particularly in emerging markets, and said the collaboration is expected to support the integration of renewable energy, strengthen generation capacity and introduce smart electricity infrastructure.

GPL said it intends to continue pursuing strategic partnerships as it advances its Development Plan to improve the reliability and sustainability of electricity supply in Guyana.

In October 2025, the Guyana Government signed a controversial US$15.6m contract with InterEnergy Group of the Dominican Republic for Supervisory, Engineering and Project Management Consultancy Services for GPL. Questions have been raised about this arrangement in light of the continuing problems in the GPL network.
