Sigma Engineers Ltd says was not established five days before receiving gov’t contract

Aqtar Ali, brother of President Irfaan Ali

Sigma Engineers Ltd Inc today said it has taken note of statements made by Leader of the Opposition, Azruddin Mohamed concerning the company and its operations in Guyana and “categorically rejects the allegations and what it considers to be serious misrepresentations of the facts”.

Given the nature of the statements made, Sigma Engineers Ltd says it has engaged legal counsel and intends to pursue appropriate legal action.

The company stated the following:

–Sigma Engineers Ltd was not established five days before receiving a government contract. Sigma Engineers Ltd has been incorporated and operating in Bangladesh since 2003.

-Sigma Engineers Ltd Inc. was registered in Guyana on October 6, 2022. The company’s first contract in Guyana was awarded in 2026, following a national competitive bidding process conducted through the National Procurement and Tender Administration Board (NPTAB).

-Mohamed Aqtar Ali has been engaged by Sigma Engineers Ltd Inc. in Guyana in a senior technical consultant capacity. Sigma Engineers Ltd says he has no affiliation with the company in Bangladesh.

“Sigma Engineers Ltd Inc. remains committed to conducting its operations in accordance with the laws and regulations of Guyana and to maintaining high standards of professionalism, accountability and integrity.

“The company respects due process and believes that public discourse concerning businesses operating in Guyana should be grounded in accurate and verifiable information.

“As the company continues to engage its legal counsel on this matter, further information regarding its operations and the issues raised will be provided at the appropriate time”, the statement said.

Opposition Leader Mohamed is alleging that Sigma which it said is linked to President Irfaan Ali’s brother, Aqtar Ali, has secured more than $12 billion in government contracts since its incorporation in October 2022.

In a video he released on Team Mohamed’s Facebook page this morning, Mohamed said Sigma Engineers Limited was incorporated on October 6, 2022, with Tamjeed Rahmaan, whom he described as a close associate of Aqtar Ali, listed as its incorporator, director and secretary.

Mohamed had questioned how the company was able to secure three government contracts worth approximately $3.7 billion within five working days of its registration. Sigma has denied Mohamed’s timeline. Mohamed identified the contracts as $687 million for works at Caledonia, $1.304 billion for a water treatment plant at Cummings Lodge and $1.647 billion for a facility at Bachelor’s Adventure.

Mohamed said Sigma subsequently secured several additional contracts, including $254 million for additional works at Bachelor’s Adventure, $3.569 billion for the Hope Water Treatment Facility and $1.486 billion for water treatment facilities at Wakenaam and Leguan.

He also cited a $2.439 billion contract for rehabilitation works at GWI’s Shelter Belt facility and several contracts for drilling wells, including projects at Garden of Eden, Port Mourant and Better Hope.

Mohamed questioned the procurement process, alleging that in one well-drilling exercise, nine of 10 bidders were rejected while Sigma secured the contract. “Why are contractors being invited to compete if the outcome is already known?” he asked.

Mohamed further alleged that community land at Eccles was made available to Sigma for a bond while residents elsewhere, including Kaneville, were being asked to vacate land.

The Opposition Leader has called on the Financial Intelligence Unit to investigate Sigma’s ownership, its government contracts and the procurement processes involved.
